MODULE OVERVIEW
Regulation is not guidance. It is enforcement architecture.
2 CFR 200 (Uniform Guidance) defines the regulatory environment governing sponsored activity. However, its function within audit and oversight environments extends beyond compliance reference. It establishes the basis upon which institutional decisions are evaluated, challenged, and enforced.
This module provides a structured, risk-based examination of Uniform Guidance as an enforcement framework. It focuses on disciplined interpretation of regulatory language and its connection to institutional financial, operational, and reputational exposure.
Institutional exposure rises when regulatory language is interpreted inconsistently, applied informally, or disconnected from internal control systems. These weaknesses create recurring risk because institutional decisions may appear compliant in practice but fail when evaluated under enforcement conditions.

Module Access & Availability
Access to individual modules is provided for 90 days from the date of enrollment.
Individual modules are offered as part of the initial launch phase through December 31, 2026. Beginning January 2027, Purple Sheep CPE™ will transition to a series-based model designed to support deeper learning, stronger outcomes, and institutional alignment.
Effective internal controls form the foundation of audit readiness. When properly designed and consistently executed, they prevent documentation gaps, reduce systemic weaknesses, and strengthen institutional accountability.
This module examines:
• Core internal control principles
• Control implementation across the award lifecycle
• Operational versus management-level controls
• Control documentation and monitoring practices
• Audit red flags related to weak controls
Participants will evaluate how control design influences audit outcomes and institutional risk exposure.
